(AP) — The U.S., Canada and several indigenous groups announced a proposal on Monday to address the pollution from coal mining in British Columbia that's been contaminating waterways and harming fisheries on both sides of the border for years. The proposal would be executed through a century-old U.S.-Canada boundary waters treaty, establishing independent boards to study the pollution’s extent and make cleanup recommendations. It comes after indigenous groups in British Columbia, Montana and Idaho lobbied for more than a decade for the federal governments in the U.S. and Canada to intervene and stop the flow of pollution. CNN —The art of nodding off appears to have been mastered by breeding chinstrap penguins, who take more than 10,000 naps a day, with each nap lasting an average of four seconds, according to a new study. They observed that the penguins in the colony engaged in more than 600 bouts of microsleep an hour. A 1986 study found captive, nonbreeding emperor penguins to have fragmented sleep called “drowsiness,” which also resembles the microsleep pattern of the breeding chinstrap penguins. He added that through these short bursts of sleep the penguins could “sleep and remain vigilant” while incubating. “I think that’s why it’s important to study sleep.

Joe Harding, a 36-year-old Republican, resigned in December after being charged with fraudulently obtaining more than $150,000 from the Small Business Administration in pandemic aid loans. He pleaded guilty in March to wire fraud, money laundering and making false statements in connection with COVID-19 relief fraud. According to court documents, Harding made false statements to the Small Business Administration while applying for an Economic Injury Disaster Loan for one of his dormant business entities. NEW YORK (AP) — Historical novels by Jayne Anne Phillips and Paul Harding and Nana Kwame Adjei-Brenyah’s dystopian prison novel “Chain-Gang All-Stars” are among the nominees on the National Book Awards long list for fiction. The judges, who include authors, critics and booksellers, will narrow the lists to five next month, and winners will be announced Nov. 15 during a dinner ceremony in downtown Manhattan. The foundation also will present honorary awards to poet Rita Dove and bookseller Paul Yamazaki of the famed City Lights store in San Francisco. Drew Barrymore had been scheduled to host the ceremony but was dropped by the foundation after she resumed her talk show in the midst of the Hollywood actors and writers strike. The foundation has not yet named a replacement.
